BOARD MEMBERS


BILL PUDDICOMBE
Chair of the Board

A consultant in the fields of social care and substance misuse services, Bill numbers among his clientele the National Treatment Agency for Substance Misuse, local authorities, also many voluntary and private service providers. He was Chief Executive of Phoenix House (now Phoenix Futures) the foremost registered social landlord and charity providing services to substance misusers in the UK. He has worked with Government on a number of issues including housing reforms and the implementation of Drug Strategy. A Chartered Member of the Chartered Institute of Personnel and Development, he is also a Chartered Director.























MARY ARCHER OBE
Chief Executive

Mary Archer has vast experience in every aspect of the work of the Probation Service. She has been the Essex Probation Chief Officer since 2003, having gained her expertise through work in Home Counties services over a period of nearly thirty years.

 

She currently leads on Human Resources for the Probation Chiefs Association, and was involved in developing the national HR strategy. She sits on Probation’s National Negotiating Committee. Mary has experience of Union matters, on both sides of the table, both as a past Chair of a London Branch of the National Association of Probation Officers, and currently as Chief Officer.

 

Her knowledge of the Criminal Justice System has led to her being involved in a wide variety of assignments, including the planning of the new prison at Runwell. She leads on Business Development for the East of England region, and chairs the region’s Diversity Group. She chaired the Essex Criminal Justice Board for three years, and continues to be an involved member. Mary sits on the Safeguarding Children Board, as well as the Safer Essex Partnership Board, which works with all fourteen Crime and Disorder Reduction Partnerships in Essex.



BERNADETTE BARBER
Secretary to the Board


Bernadette Barber is a Chartered Secretary with more than 15 years' company secretarial and governance experience. Prior to establishing her own company secretarial consultancy business, she led the company secretarial functions of large private sector organisations. She is a Fellow of the ICSA.




  MARTIN BATES
Board Member


Martin Bates was educated at Felixstowe Grammar School and read Philosophy at the University of Wales. He worked in the cosmetics industry before moving into Further Education. He has worked at a number of Colleges and for the Prison Education Service, where he spent 15 years as Principal. He has been a Justice of the Peace since 2000.


TERRY COLLIN
Board Member

From Board appointments in management consultancy, education, health, and housing, Terry has substantial and varied experience in corporate governance. Currently he is a Director and Trustee of two charities, as well as being Vice Chair of Maldon District’s Local Strategic Partnership.


JO DURNING
Board Member


Jo Durning is a consultant who advises government departments and other organisations on public policy issues. Jo has 30 years experience as a civil servant, in five government departments, the European Commission, and the British Embassy in Paris.




ROB EVERITT
Board Member

Rob joined Essex Police as a Police Cadet in 1966, and after an enjoyable and challenging three years left to take up an IT career with Ford Motor Company, where he spent 37 years until taking early retirement in 2006. He participates on the Diversity team, Commissioning and Contracts and the Audit committee, and is looking forward to helping Essex evolve into Trust status.


CAROL MELLOW
Board Member

Carol Mellow was born in North London. She has a BA and a Masters degree in Education and is Head of Special Needs in a Mainstream Secondary school. Carol came from a commercial background into teaching, in 1968. Her interests include reading, music, theatre, foreign travel - and her family.






RICHARD MOORE
Board Member

Richard Moore has been a Board Member since 2003. He is currently Chair of the Board's Audit Committee. He is an elected councillor for a local district council, having previously spent over thirty years in a local engineering company.





PETER SHELDRAKE
Board Member

Peter joined the Essex Probation Board in 2006 on retiring from Essex Police as a Chief Superintendent and Divisional Commander for the Basildon area. In 2007 he joined the Board of the Basildon and Thurrock University Hospital as a Non Executive Director where he is also a member of the Audit Committee and Chair of Health and Safety.

PETER WILCOCK
Board Member


Peter Wilcock has had many years experience in business as an executive for a supermarket chain in store development and marketing. He is also the group leader on Uttlesford District Council and serves as a member of the advisory board to Uttlesford Community Transport. He is currently employed as a social researcher by a market research company.

TIM YOUNG
Board Member

Tim Young has been a member of the Essex Probation Board since 2003. After a 20-year career at Royal London Insurance in life underwriting, company strategy and corporate communications Tim now works as a consultant to local government, as well as serving as a Non-executive Director of NHS North East Essex (Primary Care Trust).
